HEART Program

The HEART (Housing Education and Rehabilitation Training) Program is a hands-on learning experience for young people to achieve their goals of attaining a high school diploma while transforming Dubuque’s most blighted neighborhood back into a livable, walkable community for working families.

The HEART Program is a public/private partnership that changes lives of today’s youth by providing vocational construction training and education through the complete rehabilitation of properties in Dubuque. The program also seeks to inspire a lifelong love of learning, while teaching self-reliance and instilling personal growth.

Students also have an opportunity to participate in the HEART Bridge Program, an extension of the program in which students earn stipends based on their cooperation, hard work, and attendance.

Students must be 16 or older and receiving special education services. Additional requirements exist. Please contact the special education department for details.
